Legislative leaders say they haven’t yet come to an agreement on the state budget due April 1.

After meeting for nearly two hours Tuesday, Assembly Speaker Sheldon Silver says there’s been progress, but he doesn’t think the leaders will have an agreement today.

Senate Republican leader Dean Skelos and Senate Democratic co-leader Jeff Klein agreed with Silver, saying that all issues are still being discussed.

Among those issues are property taxes, the Dream Act, which would allow state financial aid to students illegally in the country, funding for pre-kindergarten programs and charter schools.

When asked if the Senate Republican conference will agree to a budget that includes public financing of campaigns, Skelos gave a noncommittal answer.

The leaders and Governor Cuomo are expected to meet again later Tuesday.
