Spencer man charged with felony criminal contempt

TIOGA, NY (607NewsNow) – A Tioga County man is accused of violating a full stay-away order of protection.

Deputies say 33-year-old Phillip Ryan, of Spencer, sent text messages to the protected party that led them to “fear for their safety.”

Ryan was arrested on Halloween and charged with felony criminal contempt.

He was held on bail and is scheduled to appear in Tioga Town Court at a later date.
