WAVERLY, NY (607NewsNow) – A resident is suing the Village of Waverly, its mayor, and police department.

In a recently filed federal lawsuit, Keith Thomas accuses the group of violating his First and Fourteenth Amendment rights.

According to The Morning Times, Thomas claims the mayor and police officers retaliated against him after he criticized parking enforcement on Broad Street and voiced concerns about alleged code violations at a village business, Prestige Dance Studio.

Thomas accuses the mayor of instructing a code enforcement officer to target his Broad Street property, which he says the pair entered illegally in May 2025. He further alleges that officers approached him in a threatening manner on several occasions, including during a March arrest for disorderly conduct.

Thomas is seeking monetary damages, attorney’s fees, a declaration that the defendants violated his constitutional rights, and a finding that the mayor is liable for trespassing.
